To turn off fast startup, you need to either use the classic Control Panel or Windows Terminal (Command Prompt), since it hasn't been added to the new Settings app yet.

However, it is notorious for causing issues during the booting process. Since your computer boots twice, Fast Startup could be at fault. We can disable it from the Control Panel.
