PITTSBURGH -- Pittsburgh Steelers head coach Mike Tomlin ruled outside linebacker T.J. Watt, defensive lineman Cam Heyward, quarterback Aaron Rodgers, and wide receiver DK Metcalf for the team’s final preseason game against the Carolina Panthers.
