New York State Police have charged a Clinton woman with the alleged abandonment of a dog outside the Humane Society of Rome.

The Rome Humane Society facility at 6247 Lamphear Road was built in 1956. Since 1996, the organization has been struggling to find a new location to build a more updated facility.
